Beholder can also be a satire, telling the truth. Or it can be a way to test the moral fiber of the player. This is a world where people have lost all their freedom. They have no right to decide anything. But, in the name of human rights, the government has to manage them in secret. The player will be given the right to run an apartment complex where many people will come here and live. The player is ordered to monitor and search them whenever they are not at home. The secrets you discover will be allowed to be reported to the government to denounce their actions if they are illegal. But there will be more ways to handle the information you gain. Will you denounce them, or will you secretly blackmail them, or will you give them a chance to start over?
